The rapid population expansion in New York City at the start of the 20th century prompted the city to increase its urban infrastructure. In the early 1900s, work began on Riker's Island, a small island in the East River that would become the nation's largest prison colony. When it was completed in the 1930s, Riker's Island consisted of 10 buildings and could house more than 15,000 inmates.
