As a long-serving Congressman from Michigan who represented an area with several automobile factories, John Dingell, a Democrat, argued that strict environmental controls harmed Detroit's ability to compete with foreign automakers. His proposal to add an amendment to the Clean Air Act that would reduce some air quality restrictions was protested by Ralph Nader and other consumer advocates, who felt that Dingell was promoting business interests over public health concerns.
