In 1981, with increasing energy needs and fearing shortages, Congress considered building a second pipeline from Alaska to the continental United States. The plan, with an estimated cost of almost $50 billion, was then the most expensive privately financed construction project in the history of the United States. Congress considered funding the project through waivers. Ralph Nader, speaking out on behalf of consumers, argued that any financial risk should be incurred by the oil industry, as it would also reap all financial rewards.
