An economic recession in the United States led to an increased discussion regarding illegal immigration in the early 1980s. In 1982, Senator Alan Simpson, a Republican from Wyoming, and Congressman Romano Mazzoli, a Democrat from Kentucky, introduced an immigration reform bill known as the Immigration Reform and Control Act (IRCA). The bill led to a series of hearings regarding the issue of amnesty for illegal immigrants, a guest worker program, and the effects on open borders on international trade.
