During his 1976 campaign against Democratic challenger Jimmy Carter, President Gerald Ford stressed the role of the federal government to combat inflation and nurture free enterprise. Carter, on the other hand, advocated using federal funds to aid cities, such as New York, that were struggling to provide social services and in danger of declaring bankruptcy.
