In 1975, Senator Frank Church (D, ID) formed a committee to investigate illegal actions by the Central Intelligence Agency (CIA). Some of the wrongdoings uncovered by the Church Committee included the plots to depose Congolese president Patrice Lumumba and Dominican dictator General Rafael Trujillo, and the plot to assassinate South Vietnamese president Ngo Dinh Diem. The findings of the committee raised questions about whether the United States was overstepping its bounds in the self-appointed role of "world policeman".
