The creation of the Environmental Protection Agency (EPA) in 1970 gave the federal government new powers to regulate air and water pollution, on the grounds that these problems were shared between states. Soon after the creation of the agency, the federal government imposed new regulations on businesses such as factories that emitted smoke and other forms of air pollution.
