In an attempt to reduce Medicare spending, President Ronald Reagan's administration introduced a health care policy initiative in 1983 that called for a temporary freeze on fees paid by Medicare to hospitals beginning in June 1984. The freeze, which led to higher premiums and reduced care for the elderly, prompted strong criticism from special-interest groups such as the American Association for Retired Persons (AARP), as well as some Democrats in Congress.
