In 1984, as a member of the House Committee on Armed Services, Les Aspin (D, WI) recommended that the military introduce quotas that would increase the number of women serving in the armed forces in order to avoid a shortage of manpower. Ten years later, as secretary of defense, Les Aspin revoked the Department of Defense's "Risk Rule", which had restricted the military occupations that women could engage in.
