Part of President Lyndon B. Johnson's Great Society program, Medicare provided a form of health insurance to the poor and the elderly. Medicare was a limited version of the comprehensive national health insurance program that former president Harry Truman had proposed as part of his Fair Deal program in 1949. Truman was present when Johnson signed the Medicare Act on July 30, 1965.
