This annual publication provides a scholarly forum on issues of public international and European law, with an emphasis on topics of special relevance to Austria. Loibl (international law, U. of Vienna), the journal's editor-in-chief, compiles ten contributed articles on such general subjects and current developments as problematic aspects of European Union financial anti-terrorism measures, the legal basis for President Bush's pre-emptive strike against Iraq, and Austrian judicial decisions involving questions of international law.
