Navajo Police Special Investigator Ella Clah is called in on the murder of Valerie Tso, who was drowned in her bathtub. Not only is Valerie the daughter of Ella's mother's best friend, but she also is the mother of Boots, who takes care of Ella's daughter after school. Although Valerie was estranged from her family, Ella is determined to find her killer and quickly.
A Bible verse on a scrap of paper left near the body reminds Ella of a case she worked on a decade ago, when she was still in the FBI. The long gap between killings suggests that the murderer has been in prison.
Ella discovers that all of the dead women had once been members of her father's congregation and that all had been lovers of Caleb Frank, a succesful Navajo businessman. Before he'd been cast out of her father's church, Caleb had frequently quoted the Old Testament to support his belief that sinners had to be punished here on earth.
New information on the old cases sends a chill up Ella's spine - each of the victims had a child who was also killed within a few months of the mother's death. If Caleb Frank is slaughtering sinners - women who had sex out of wedlock and their illegitimate children - is Boots next? Is there a chance Ella's daughter could be caught in the cross fire?
